MORNING...

* WHAT...Very cold wind chills between 10 and 20 below zero.

* WHERE...In Maryland, Extreme Western Allegany County. In Virginia,
Central Virginia Blue Ridge and Northern Virginia Blue Ridge, and
Eastern Highland County. In West Virginia, Eastern Pendleton and
Western Mineral Counties.

* WHEN...Until 7 AM EST this morning.

* IMPACTS...The cold wind chills approaching 20 below zero could
cause hypothermia and frostbite on exposed skin in as little as 30
minutes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Use caution while traveling outside. Wear appropriate clothing, a
hat, and gloves.

Make sure outdoor animals have a warm, dry shelter, food, and
unfrozen water.

Make frequent checks on older family, friends, and neighbors. Ensure
portable heaters are used correctly. Do not use generators or grills
inside.
