In northern Maryland, Southeast Harford and Southern Baltimore. * WHEN...Until 4 PM EDT this afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Showers and a few thunderstorms with very heavy rain are likely through this afternoon.
