Cooper Street in southern Spencer begin to flood.

* ADDITIONAL DETAILS...
- At 6:30 PM EDT Tuesday the stage was 19.4 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 6:30 PM EDT Tuesday was 19.4 feet.
- Forecast...The river is expected to rise to a crest of 20.5
