In addition, areas of snow on the palouse Friday morning will change to rain with snow melt also contributing to increased water levels * WHERE...Portions of Idaho, including the following counties, Latah, Lewis and Nez Perce and Southeast Washington, including the following counties, Asotin, Garfield and Whitman. * WHEN...Through Saturday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Atmospheric river will bring steady precipitation to the area through Friday night with increasing snow levels. This will result in snow melt for areas getting snow Friday morning bringing increased runoff.
