For the Extreme Cold Watch, dangerously cold wind chills as low as 34 below zero possible. * WHERE...Portions of northwest and west central Iowa, northeast Nebraska, and southeast South Dakota. * WHEN...For the High Wind Warning, until 6 PM CST this evening. For the Extreme Cold Watch, from Thursday evening through Friday afternoon. * IMPACTS...Damaging winds will blow down tree branches. Scattered power outages are expected. Travel will be difficult, especially for high profile vehicles. The dangerously cold wind chills as low as 35 below zero could cause frostbite on exposed skin in as little as 10 minutes. * ADDITIONAL DETAILS...Strong winds and any falling snow may result in patchy blowing snow.
