* Flash Flood Warning for...
The island of Oahu in Honolulu County

* Until 545 PM HST.

* At 252 PM HST, Doppler radar indicated a band of heavy rain moving
over the windward side of Oahu, focused over the Koolau Mountains.
Rain was falling at a rate of 1 to 2.5 inches per hour. Waiahole
and Manoa Streams are elevated once again. Flash flooding is
ongoing or expected to begin shortly.

HAZARD...Flash flooding caused by heavy rain.

SOURCE...Radar indicated.

IMPACT...Flash flooding of small creeks and streams, urban areas,
highways, streets and underpasses as well as other poor
drainage and low-lying areas.

* Some locations that will experience flash flooding include...
Honolulu, Waipio, Waiahole, Waikane, Kahaluu, Ahuimanu, Aiea, Pearl
City, Halawa, Moanalua, Mililani and Salt Lake.

East Honolulu, Ewa Plain, Haleakala Summit, Honolulu Metro,
Kahoolawe, Kipahulu, Koolau Leeward, Koolau Windward, Lanai
Leeward, Lanai Mauka, Lanai South, Lanai Windward, Maui Central
Valley North, Maui Central Valley South, Maui Leeward West,
Maui Windward West, Molokai Leeward South, Molokai North,

SITUATION OVERVIEW
------------------

Areas of gusty winds, heavy rain leading to flash flooding, and high
surf continue this afternoon across portions of the state as Tropical
Storm Lala continues to move away from the islands. Areas of heavy
rain are still occurring in portions of Maui and Kauai County. Rain
rates have decreased across the Big Island. The center of Tropical
Storm Lala is located southwest of Kauai and will continue to move
west away from the state through this evening. Tropical Storm Warnings
have been canceled for Maui County, Oahu, and surrounding coastal
waters. The Tropical Storm Warning is still in effect for Kauai County
and surrounding coastal waters. Impacts can extend well beyond the
center of the tropical storm, so continue to stay aware of the latest
forecast and current weather conditions today.

Over the past 3 hours the heaviest rainfall associated with Tropical
Storm Lala occurred over the island of Kauai and eastern parts of
Maui. Outer rain bands from Lala have the potential to bring periods
of locally heavy rain to Maui County, Oahu, and Kauai County through
the afternoon. Saturated soil from receiving 15 to 35 inches over the
Big Island and 6 to 10 inches over Maui over last 24 hours will keep
the flood threat elevated. Locally heavy rainfall may persist into
Monday, mainly over the western end of the island chain. Lala is
expected to produce additional rainfall totals of 1 to 3 inches across
the Big Island with 2 to 4, locally up to 6, additional inches of rain
for the smaller islands. While the highest rainfall amounts will be
focused over windward areas and higher terrain, leeward areas will
also have a significant flood risk.

Winds have decreased for Oahu and Maui County with sustained winds
generally 20 to 30 mph, with isolated mountain and downslope locations
experiencing gusts up to 50 mph. Winds at the lower elevations of the
Big Island are mainly sustained 15 to 20 mph with gusts up to 30 mph.
Tropical storm conditions will continue for Kauai County into this
evening.

East swell generated by Lala will remain elevated this afternoon,
decreasing from east to west this evening and tonight. Some elevated
surf is also possible along exposed south-facing shores today between
Maui and Kauai as Lala continues westward. Significant beach erosion
and overwash are still possible across vulnerable coastal
infrastructure.

POTENTIAL IMPACTS
-----------------

* WIND:
Potential impacts from the main wind event continue for
Kauai. Remain well sheltered from hazardous wind having additional limited impacts.
If realized, these impacts include:
- Damage to porches, awnings, carports, sheds, and unanchored
mobile homes. Unsecured lightweight objects blown about.
- Many large tree limbs broken off. A few trees snapped or
uprooted, but with greater numbers in places where trees are
shallow rooted. Some fences and roadway signs blown over.
- A few roads impassable from debris, particularly within urban
or heavily wooded places. Hazardous driving conditions on
bridges and other elevated roadways.
- Scattered power and communications outages.

Elsewhere across the Hawaiian islands, little to no impact is
anticipated.

* SURGE:
Little to no impacts are anticipated at this time across the Hawaiian
islands.

* FLOODING RAIN:
Potential impacts from the flooding rain linger across
Kauai, Oahu, and portions of Maui County. Remain well guarded against
dangerous flood waters having additional impacts. If realized, these
impacts include:
- Moderate rainfall flooding may prompt several evacuations and
rescues.
- Rivers and tributaries may quickly become swollen with swifter
currents and overspill their banks in a few places, especially
in usually vulnerable spots. Small streams, creeks, canals,
arroyos, and ditches overflow.
- Flood waters can enter some structures or weaken foundations.
Several places may experience expanded areas of rapid
inundation at underpasses, low-lying spots, and poor drainage
areas. Some streets and parking lots take on moving water as
storm drains and retention ponds overflow. Driving conditions
become hazardous. Some road and bridge closures.

Potential impacts from the flooding rain are still unfolding across
Kauai, Oahu, and parts of Maui County. Remain well guarded against
locally hazardous flood waters having additional limited impacts.

* TORNADOES:
Potential impacts from tornadoes linger across Maui
County, Oahu, and Kauai. Remain well braced against a tornado event
having possible limited impacts. If realized, these impacts include:
- The occurrence of isolated tornadoes can hinder the execution
of emergency plans during tropical events.
- A few places may experience tornado damage, along with power
and communications disruptions.
- Locations could realize roofs peeled off buildings, chimneys
toppled, mobile homes pushed off foundations or overturned,
large tree tops and branches snapped off, shallow-rooted trees
knocked over, moving vehicles blown off roads, and small boats
pulled from moorings.

Elsewhere across the Hawaiian islands, little to no impact is
anticipated.

- Tropical Storm Lala will bring periods of heavy rain to Kauai,
Niihau, and Oahu through late tonight. Current forecast has
rainfall amounts of 2 to 6 inches with local amounts up to 8
inches possible.
