DUE TO WIDESPREAD GALE TO STORM FORCE WINDS WITH ASSOCIATED STEEP
SEAS AND THREAT OF THUNDERSTORMS AND ISOLATED WATERSPOUTS...

A powerful Atmospheric River storm system will bring dangerous
marine conditions to the coastal waters Tuesday afternoon through
Thursday evening. Widespread Gale force south to southeast winds
are expected to overspread the coastal waters Tuesday afternoon
into Tuesday night, and persist into Wednesday, with another round
of Gale force winds possible on Thursday. Storm force winds will
be likely for the coastal waters north of Point Conception on
Tuesday night. The strong winds will bring dangerous and very
steep, choppy seas. The storm will also bring the threat of
thunderstorms, some of which could be strong, with locally
damaging winds. Conditions are also favorable for isolated
waterspouts.

Monitor NOAA Weather Radio for the latest information, forecasts,
and warnings. This will likely be a dangerous storm and mariners
should exercise extreme caution and are urged to remain in safe
harbor for the duration of the storm.

* WHAT...South winds 15 to 25 mph with gusts 30 to 40 mph expected.

* WHERE...Orange County Coastal Areas, Orange County Inland Areas,
San Bernardino and Riverside County Valleys-The Inland Empire, San
Diego County Coastal Areas, San Diego County Valleys, and Santa
Ana Mountains and Foothills.

* WHEN...From 3 AM to 10 PM PST Wednesday.

* IMPACTS...Gusty winds will blow around unsecured objects. Tree
limbs could be blown down and a few power outages may result.

* ADDITIONAL DETAILS...Strongest winds for Orange County and the
Inland Empire will be in the morning to early afternoon. Strongest
winds for San Diego county will be mid to late morning into the
evening.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Winds this strong can make driving difficult, especially for high
profile vehicles. Use extra caution.

...FLOOD WATCH REMAINS IN EFFECT FROM TUESDAY AFTERNOON THROUGH
WEDNESDAY EVENING...

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...A portion of Southwest California, including the following
areas, Apple and Lucerne Valleys, Coachella Valley, Orange County
Coastal Areas, Orange County Inland Areas, Riverside County
Mountains, San Bernardino County Mountains, San Bernardino and
Riverside County Valleys-The Inland Empire, San Gorgonio Pass near
Banning and Santa Ana Mountains and Foothills.

* WHEN...From Tuesday afternoon through Wednesday evening.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Mud and debris flow are possible near and in burn scars, including
the Airport, Bridge and Line burn scars.

* ADDITIONAL DETAILS...
- An Atmospheric River will likely bring widespread moderate to
heavy rain to the region late Tuesday through Wednesday.
Showers could begin to develop as early as Tuesday evening,
especially in the mountains. Heaviest and most widespread
rain is expected Wednesday morning continuing through the
afternoon in the Coachella Valley and in the mountains. Peak
rainfall rates of 0.50 to 1 inch per hour are expected. There
is a potential for locally heavier hourly rainfall rates to
develop with convection embedded in the main rain band or in
thunderstorms after the main band passes. Scattered locally
heavy showers could continue into Thursday but impacts from
any additional rain are expected to be more localized.
-Snow levels are expected to remain above 8000 ft during
period of heaviest precipitation bringing a heightened risk
of mud slides, debris flow, and areas of flash flooding in
the San Bernardino county mountains.
