Very heavy rains that occurred earlier in the mountains continue resulting in water drainage into the Antelope Valley, causing flooding even where it is not raining. * WHERE...A portion of southwest California, including the following county, northern Los Angeles including the Antelope Valley. * WHEN...Until 600 AM PST Thursday. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Several structures are flooded. Numerous roads remain closed due to flooding. Streams continue to rise due to excess runoff from earlier rainfall. Low-water crossings are inundated with water and may not be passable. Expect many areas of slow moving or standing water. It will take several hours for all the water from the earlier rain to work through local drainage systems in urban areas. Local media have reported water rescues. * ADDITIONAL DETAILS... - At 610 PM PST, significant flooding was already occurring in the warned area. - Some locations that will experience flooding include... San Luis Obispo. * WHEN...Through Friday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Mud and debris flows will be possible across foothill and mountain areas, including recent burn scars. * ADDITIONAL DETAILS... - This prolonged strong Atmospheric River storm system will bring periods of heavy rain through late this week. Potential flooding impacts include the threat of significant and widespread urban roadway flooding, a high risk of major rock and mud slides, and rapid rises in creeks, streams, and rivers which will likely lead to swift water rescues. The recent burn scars will be at risk for debris flows, possibly damaging. In addition, there will be an ongoing threat of rock slides and mud slides, especially in canyon roadways. * ADDITIONAL DETAILS... - At 530 PM PST, Doppler radar indicated rain coverage decreasing in coverage and intensity. However, residual flooding of low-lying areas is likely to continue through the night due to the earlier heavy rains. Heed any remaining road closures. In addition, there will likely be additional shower activity tonight which could prompt additional flooding concerns, as well as the threat of rock slides and mud slides. - Some locations that will experience flooding include... ...HIGH SURF ADVISORY REMAINS IN EFFECT UNTIL 11 AM PST SATURDAY... * WHAT...Large breaking waves of 6 to 10 feet with dangerous rip currents. * WHERE...Ventura County Beaches, Malibu Coast and Los Angeles County Beaches. * WHEN...Until 11 AM PST Saturday. * IMPACTS...There is an increased risk for ocean drowning. Rip currents can pull swimmers and surfers out to sea. Large breaking waves can cause injury, wash people off beaches and rocks, and capsize small boats near shore. * ADDITIONAL DETAILS...Minor to potentially isolated moderate coastal flooding for south-facing beaches especially during high tides. This is expected to occur through Thursday due to strong southerly winds. PRECAUTIONARY/PREPAREDNESS ACTIONS... Remain out of the water due to dangerous surf conditions, or stay near occupied lifeguard towers. Rock jetties can be deadly in such conditions, stay off the rocks. &&

...DANGEROUS MARINE CONDITIONS ACROSS THE COASTAL WATERS OF SOUTHWEST CALIFORNIA THROUGH THURSDAY EVENING DUE TO WIDESPREAD GALE FORCE WINDS WITH ASSOCIATED STEEP SEAS AND THREAT OF THUNDERSTORMS AND ISOLATED WATERSPOUTS... A powerful Atmospheric River storm system will bring dangerous marine conditions to the coastal waters through Thursday evening. Widespread gale force south to southeast winds will persist into Wednesday, with another round of Gale force winds possible on Thursday. The strong winds will bring dangerous and very steep, choppy seas. The storm will also bring the threat of thunderstorms, some of which could be strong, with locally damaging winds. Conditions are also favorable for isolated waterspouts. Monitor NOAA Weather Radio for the latest information, forecasts, and warnings. This will likely be a dangerous storm and mariners should exercise extreme caution and are urged to remain in safe harbor for the duration of the storm.
