Inner waters from Point Mugu to San Mateo Pt. CA including Santa Catalina and Anacapa Islands... Outer waters from Santa Cruz Island to San Clemente Island to 60 NM offshore including San Nicolas and Santa Barbara Islands... At 308 PM PST, severe thunderstorms capable of producing waterspouts were located along a line extending from near Rincon Point to 15 nm northwest of San Nicolas Island, moving northeast at 10 knots. HAZARD...Waterspouts and wind gusts 34 knots or greater. SOURCE...Radar indicated. IMPACT...Waterspouts can easily overturn boats and create locally hazardous seas. Small craft could be damaged in briefly higher winds and suddenly higher waves. Locations impacted include... Ventura Harbor, Rincon Point, San Nicolas Island, Point Mugu, and Anacapa Island. ...HIGH SURF ADVISORY REMAINS IN EFFECT UNTIL 11 AM PST SATURDAY... * WHAT...Large breaking waves of 5 to 8 feet with dangerous rip currents. * WHERE...Ventura County Beaches, Malibu Coast and Los Angeles County Beaches. * WHEN...Until 11 AM PST Saturday. * IMPACTS...There is an increased risk for ocean drowning. Rip currents can pull swimmers and surfers out to sea. Large breaking waves can cause injury, wash people off beaches and rocks, and capsize small boats near shore. * ADDITIONAL DETAILS...Minor to potentially isolated moderate coastal flooding for south-facing beaches especially during high tides. PRECAUTIONARY/PREPAREDNESS ACTIONS... Remain out of the water due to dangerous surf conditions, or stay near occupied lifeguard towers. San Luis Obispo. * WHEN...Through Friday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Mud and debris flows will be possible across foothill and mountain areas, including recent burn scars. * ADDITIONAL DETAILS... - This prolonged strong Atmospheric River storm system will bring periods of heavy rain through late this week. Potential flooding impacts include the threat of significant and widespread urban roadway flooding, a high risk of major rock and mud slides, and rapid rises in creeks, streams, and rivers which will likely lead to swift water rescues. The recent burn scars will be at risk for debris flows, possibly damaging. ...HAZARDOUS MARINE CONDITIONS ACROSS THE COASTAL WATERS OF SOUTHWEST CALIFORNIA THROUGH FRIDAY MORNING DUE TO GUSTY WINDS WITH ASSOCIATED STEEP SEAS AND THREAT OF THUNDERSTORMS AND ISOLATED WATERSPOUTS... Hazardous marine conditions can be expected over the coastal waters through Friday morning. Gusty south winds will persist into Friday morning. The strong winds will bring steep, choppy seas to the area. A moist and unstable air mass will bring the potential for thunderstorms to the coastal waters. Any thunderstorm that forms will be capable of producing locally gale force winds and rough seas, dangerous lightning, heavy rainfall with reduced visibility, and waterspouts.
