Overflowing poor drainage areas. Ponding of water in urban or other areas is occurring or is imminent. * ADDITIONAL DETAILS... - At 458 AM PST, Doppler radar and automated rain gauges indicated heavy rain falling over the southern California bight and heading towards Ventura County through 530 am. Minor flooding is expected to begin shortly in the advisory area. Between 0.9 and 3 inches of rain have fallen with this storm, with heavy rainfall rates potentially exceeding 0.50 inch per hour later this morning. - Flash flood warnings will likely be needed due to heavy rainfall associated with this band of rainfall. - Some locations that will experience flooding include... Debris flows in and around the Palisades and Franklin Burn Scars. * ADDITIONAL DETAILS... - At 438 AM PST, Doppler radar indicated light rain over the advisory area, with heavy rain on the way. Minor flooding is expected to begin shortly in the advisory area. - Some locations that will experience flooding include... Rises in small streams and normally dry arroyos. * ADDITIONAL DETAILS... - At 437 AM PST, Doppler radar indicated heavy rain. Minor flooding is ongoing or expected to begin shortly in the advisory area. - Some locations that will experience flooding include... ...FLOOD WATCH REMAINS IN EFFECT THROUGH THIS EVENING... * WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...A portion of southwest California including the following areas, most of Santa Barbara County, Ventura County, Los Angeles County, and the offshore islands. * WHEN...Through this evening. * IMPACTS...Ample roadway flooding with a number of closures are possible, including rockslides and mudslides on canyon roads. Some neighborhoods may experience shallow flooding of buildings. Heavy and dangerous flows are expected in rivers and creeks, with one or two creeks possibly overflowing as well as an increase in swift water rescues. At least shallow or minor debris flows are expected over recent burn scars, with a moderate risk of significant and damaging debris flows primarily for the Palisades, Eaton, and Bridge burn scars. * ADDITIONAL DETAILS... - There is a growing risk for heavy rainfall with a chance of thunderstorms during this time period. Minor flooding is already occurring in the advisory area. Between 0.2 and 1 inch of rain has fallen. - Additional rainfall amounts of 0.5 to 1 inch are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include...
