At 947 AM PST, Doppler radar and automated rain gauges indicated thunderstorms producing heavy rain over the Franklin_Palisades Burn Scar. Current radar shows rainfall rates have decreased, but are expected to intensify again within an hour. Rainfall rates of 0.2 to 0.5 inches in 15 minutes are possible once activity moves northward. Flash flooding is ongoing or expected to begin shortly. Excessive rainfall over the burn scar will result in debris flow moving through the Palisades Burn Scar and the Franklin Burn Scar. The debris flow can consist of rock, mud, vegetation and other loose materials. HAZARD...Life threatening debris flows in and around the Franklin_Palisades Burn Scar. SOURCE...Radar and automated gauges. IMPACT...Mud, rock, and debris flows will impact drainages, roads, and residences in and directly below the burn area. Some locations that will experience flash flooding include... Some neighborhoods may experience shallow flooding of buildings. Heavy and dangerous flows are expected in rivers and creeks, with one or two creeks possibly overflowing as well as an increase in swift water rescues. At least shallow or minor debris flows are expected over recent burn scars, with a moderate risk of significant and damaging debris flows primarily for the Palisades, Eaton, and Bridge burn scars. * ADDITIONAL DETAILS... - There is a growing risk for heavy rainfall with a chance of thunderstorms during this time period.
