...FLASH FLOOD WARNING FOR THE FRANKLIN_PALISADES BURN SCAR REMAINS
IN EFFECT UNTIL NOON PST TODAY FOR LOS ANGELES COUNTY...

At 947 AM PST, Doppler radar and automated rain gauges indicated
thunderstorms producing heavy rain over the Franklin_Palisades Burn
Scar. Current radar shows rainfall rates have decreased, but are
expected to intensify again within an hour. Rainfall rates of 0.2 to
0.5 inches in 15 minutes are possible once activity moves northward.
Flash flooding is ongoing or expected to begin shortly.

Excessive rainfall over the burn scar will result in debris flow
moving through the Palisades Burn Scar and the Franklin Burn Scar.
The debris flow can consist of rock, mud, vegetation and other loose
materials.

HAZARD...Life threatening debris flows in and around the
Franklin_Palisades Burn Scar.

IMPACT...Mud, rock, and debris flows will impact drainages,
roads, and residences in and directly below the burn
area.

Some locations that will experience flash flooding include...
Eastern Malibu, Encino, Topanga State Park, Pacific Palisades,
Brentwood, Topanga Canyon Road through the Santa Monica Mountains,
Mandeville Canyon and Malibu Canyon and Los Virgenes Roads through

This is a life threatening situation. Heavy rainfall will cause
extensive and severe flash flooding of creeks...streams...and
ditches in the Franklin_Palisades Burn Scar. Severe debris flows can
also be anticipated across roads. Roads and driveways may be washed
away in places. If you encounter flood waters...climb to safety.

A Flash Flood Warning for a recent burn area means that flooding and
debris flows are imminent or occurring. Residents living in or
immediately downstream should take immediate precautions to protect
life and property. Quickly move away from the burn area only if it
is safe to do so, otherwise shelter in place and move to a second
story or the highest location in your home to stay out of the path
of fast-moving water and debris flows.

heavy rain intensifying over the Eaton Burn Scar. The expected
rainfall rate is 0.5 to 1 inch in 1 hour. Flash flooding and
debris flows are ongoing or expected to begin shortly.

Excessive rainfall over the burn scar may result in flash flooding
and debris flow moving through the Eaton Burn Scar and surrounding
areas. The debris flow can consist of rock, mud, vegetation and
other loose materials.

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...A portion of southwest California including the following
areas, most of Santa Barbara County, Ventura County, Los Angeles
County, and the offshore islands.

* WHEN...Through this evening.

* IMPACTS...Ample roadway flooding with a number of closures are
possible, including rockslides and mudslides on canyon roads. Some
neighborhoods may experience shallow flooding of buildings. Heavy
and dangerous flows are expected in rivers and creeks, with one or
two creeks possibly overflowing as well as an increase in swift
water rescues. At least shallow or minor debris flows are expected
over recent burn scars, with a moderate risk of significant and
damaging debris flows primarily for the Palisades, Eaton, and
Bridge burn scars.

* ADDITIONAL DETAILS...
- There is a growing risk for heavy rainfall with a chance of
thunderstorms during this time period. As a result, rainfall
rates up to around 1 inch per hour will be possible near
thunderstorms and south facing foothills and mountains.
