* WHAT...Southeast winds 15 to 25 mph with gusts up to 45 mph
expected.

* WHERE...Lake County. Mostly isolated to high ridges and on Clear
Lake.

* WHEN...Until 10 AM PST this morning.

* IMPACTS...Wind gusts will be particularly strong along windward
ridges. Gusty winds will blow around unsecured objects. Tree limbs
could be blown down and a few power outages may result. The
strongest winds are expected after dark.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Winds this strong can make driving difficult, especially for high
profile vehicles. Use extra caution, especially in forested areas.

...FLOOD ADVISORY IN EFFECT UNTIL 9 AM PST THIS MORNING...

* WHAT...Urban area and small stream flooding caused by excessive
rainfall is expected.

* WHERE...A portion of central California, including the following
county, Lake.

* WHEN...Until 900 AM PST.

* IMPACTS...Minor flooding in low-lying and poor drainage areas.
Ponding of water in urban or other areas is occurring or is
imminent. There will be an increased risk of rock and land slides
along roadways.

* ADDITIONAL DETAILS...
- At 607 AM PST, Doppler radar and automated rain gauges
indicated heavy rain. This will cause urban and small stream
flooding. Overflowing poor drainage areas will cause minor
flooding in the advisory area. Between 0.6 and 1.2 inches of
rain have fallen.
- Additional rainfall amounts of 0.4 to 0.8 inches are expected
over the area. This additional rain will result in minor
flooding.
- Some locations that will experience flooding include...
Lakeport, Middletown, Upper Lake, Clearlake, Konocti Bay,
Glenhaven, Mount Konocti, Soda Bay, Seigler Springs, Loch
Lomond, Adams, Ettawa Springs, Hobergs, Forest Lake,
Whispering Pines, Finley, Anderson Springs, Hough Springs,
Barkerville and North Lakeport.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

...FLOOD WATCH REMAINS IN EFFECT UNTIL 10 AM PST THIS MORNING...

* WHAT...Flooding caused by excessive rainfall is possible. Flooding
would most likely be moderate street flooding in more urban areas.
Increased risk of rocks and landslides along areas roads.

* WHERE...Interior Mendocino and Lake Counties. Risk for flooding
will be greatest in urban areas around Ukiah and Clear Lake.
Heaviest rain rates around Cobb.

* WHEN...Until 10 AM PST this morning.

* IMPACTS...There will be an increased risk of rock and land slides
along roadways. Minor to moderate roadway and urban flooding
possible.

* ADDITIONAL DETAILS...
- A quick moving cold front will bring moderate to heavy rain
early Thursday morning. Total rainfall of 2 to 3 inches is
most likely across Lake and Mendocino COunties. Most rain is
likely to fall in a roughly 6 hour period early in the
morning, increasing the risk of minor to moderate urban and
roadway flooding.

Warnings. Those living in areas prone to flooding should be prepared
