Areas of low clouds and fog are present over the waters this morning, lowering visibilities locally to 1 NM or less. Clouds begin to scatter and lift enough to improve visibilities over 1 NM late this morning. Mariners should be prepared for abrupt changes in visibility. Reduce speeds and be on the lookout for exposed rocks and other vessels, including large ships in shipping lanes. Use radar or GPS navigation if available, and consider remaining in harbor if such equipment is unavailable..
