This includes the Eaton Burn Scar and other burn scars. * Until noon PST. * At 837 AM PST, Doppler radar and automated rain gauges indicated moderate to heavy showers overspreading the Warning area. Through late morning, expected rainfall rates will increase to 0.5 to 1 inch in 1 hour. Flash flooding is expected to begin shortly. HAZARD...Flash flooding, along with rock and mud slides, caused by heavy showers. SOURCE...Radar and automated gauges. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. * Some locations that will experience flash flooding include... ...FLASH FLOOD WARNING FOR THE FRANKLIN_PALISADES BURN SCAR REMAINS IN EFFECT UNTIL NOON PST TODAY FOR WEST CENTRAL LOS ANGELES COUNTY... At 708 AM PST, Doppler radar and automated rain gauges indicated rain across the Palisades Burn Scar and Franklin Burn Scar. While the rain has temporarily lightened, periods of heavy rain is expected to continue to impact the warned area through the day. Flash flooding is ongoing or expected to begin shortly. Excessive rainfall over the burn scar will result in debris flow moving through the Palisades Burn Scar and the Franklin Burn Scar. The debris flow can consist of rock, mud, vegetation and other loose materials. HAZARD...Life threatening debris flows in and around the Palisades Burn Scar and the Franklin Burn Scar. SOURCE...Radar and automated gauges. IMPACT...Mud, rock, and debris flows will impact drainages, roads, and residences in and directly below the burn area. Some locations that will experience flash flooding include... Eastern Malibu, Encino, Topanga State Park, Pacific Palisades, Brentwood, Topanga Canyon Road through the Santa Monica Mountains, Mandeville Canyon and Malibu Canyon and Los Virgenes Roads through the Santa Monica Mountains. Heavy rainfall will cause extensive and severe flash flooding of creeks...streams...and ditches in the Palisades Burn Scar and Franklin Burn Scar. Severe debris flows can also be anticipated across roads. Roads and driveways may be washed away in places. A Flash Flood Warning for a recent burn area means that flooding and debris flows are imminent or occurring. Residents living in or immediately downstream should take immediate precautions. Once again, do not attempt to travel unless fleeing an area subject to flooding or under an evacuation order. ...FLOOD WATCH REMAINS IN EFFECT THROUGH THIS EVENING... * WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...A portion of southwest California including the following areas, most of Santa Barbara County, Ventura County, Los Angeles County, and the offshore islands. * WHEN...Through this evening. * IMPACTS...Ample roadway flooding with a number of closures are possible, including rockslides and mudslides on canyon roads. Some neighborhoods may experience shallow flooding of buildings. Heavy and dangerous flows are expected in rivers and creeks, with one or two creeks possibly overflowing as well as an increase in swift water rescues. At least shallow or minor debris flows are expected over recent burn scars, with a moderate risk of significant and damaging debris flows primarily for the Palisades, Eaton, and Bridge burn scars. * ADDITIONAL DETAILS... - There is a growing risk for heavy rainfall with a chance of thunderstorms during this time period. A slight chance of thunderstorms exists across the coastal waters through at least late Saturday night as a moist and unstable upper level low pressure system will meander over the region. Any thunderstorm that forms will be capable of producing locally gale force winds and rough seas, dangerous lightning, heavy rainfall with reduced visibility, and waterspouts.
