* WHERE...Shenandoah River at Millville.

* WHEN...Until Friday morning.

* IMPACTS...At 14.0 feet, Several roads along the river in Jefferson
and Clarke Counties are flooded and closed. Most of Watermelon
Park is flooded, along with a significant portion of the Cool
Spring Battlefield property.

* ADDITIONAL DETAILS...
- At 10:30 PM EDT Wednesday the stage was 12.2 feet, or 2.2
feet above flood stage.
- Recent Activity...The maximum river stage in the 24 hours
ending at 10:30 PM EDT Wednesday was 12.2 feet.
- Forecast...The river is expected to rise to a crest of 13.8
feet just after midnight tonight. It will then fall below
flood stage early Friday morning.
- Flood stage is 10.0 feet.
- Flood History...This crest compares to a previous crest of
13.7 feet on 04/17/1929.

* WHAT...Minor flooding is occurring and moderate flooding is
forecast.

* WHERE...Potomac River at Shepherdstown.

* WHEN...Until late Friday evening.

* IMPACTS...At 22.0 feet, Water approaches homes on the West
Virginia side of the river near Shepherdstown, and impacts are
also observed on the Maryland side, not just to the C&O Canal
towpath, but also to roads and structures.

* ADDITIONAL DETAILS...
- At 11:00 PM EDT Wednesday the stage was 21.4 feet, or 6.4
feet above flood stage.
- Recent Activity...The maximum river stage in the 24 hours
ending at 11:00 PM EDT Wednesday was 21.4 feet.
- Forecast...The river will rise to 22.9 feet tomorrow morning.
It will then fall below flood stage Friday afternoon to 13.3
feet Saturday morning. It will rise to 13.4 feet early
Saturday afternoon. It will then fall again and remain below
flood stage.
- Flood stage is 15.0 feet.

...FLOOD WARNING REMAINS IN EFFECT UNTIL FRIDAY MORNING...

* WHAT...Moderate flooding is occurring and minor flooding is
forecast.

* WHERE...Opequon Creek near Martinsburg.

* WHEN...Until Friday morning.

* IMPACTS...At 12.5 feet, The creek is well out of its banks with
lowlands nearby flooded. Golf Course Road /County Road 36/ is
flooded near the Van Metre Ford Pedestrian Bridge. Fields and
backyards near the creek are flooded and some residents may need
to move items to higher ground. Several other roads are flooded,
including Grapevine Road, Douglas Grove Road, and Paynes Ford
Road. Backwater flooding is occurring on small tributaries,
including Tuscarora Creek.

* ADDITIONAL DETAILS...
- At 11:00 PM EDT Wednesday the stage was 12.7 feet, or 2.7
feet above flood stage.
- Recent Activity...The maximum river stage in the 24 hours
ending at 11:00 PM EDT Wednesday was 12.7 feet.
- Forecast...The river is expected to fall below flood stage
early Friday morning and continue falling to 4.5 feet
Saturday evening.
- Flood stage is 10.0 feet.

...FLOOD WARNING NOW IN EFFECT UNTIL LATE TOMORROW EVENING...

* WHAT...Minor flooding is forecast.

* WHERE...Potomac River at Harpers Ferry.

* WHEN...Until late tomorrow evening.

* IMPACTS...At 19.5 feet, Floodwaters begin to cover the old federal
armory site at historic Harpers Ferry. Backwater from the
Shenandoah covers most areas between the normal river channel and
the elevated Winchester & Potomac Railroad tracks.

* ADDITIONAL DETAILS...
- At 10:45 PM EDT Wednesday the stage was 17.9 feet, or 0.1
feet below flood stage.
- Forecast...The river will rise above flood stage late this
evening to 19.1 feet tomorrow morning. It will then fall
below flood stage tomorrow afternoon to 10.7 feet Saturday
morning. It will rise to 10.8 feet early Saturday afternoon.
It will then fall again and remain below flood stage.
- Flood stage is 18.0 feet.
- Flood History...This crest compares to a previous crest of
