...REPLACES FLASH FLOOD WARNING...

* WHAT...Urban and small stream flooding caused by excessive
rainfall is expected. A heavy rainband of Typhoon Sinlaku has
shifted to the east, however, widespread showers will continue to
produce minor flooding.

* WHERE...Saipan and Tinian.

* WHEN...Until 500 PM ChST.

* IMPACTS...Minor flooding in low-lying and poor drainage areas.

* ADDITIONAL DETAILS...
- At 241 PM ChST, satellite estimates indicate heavy rain in
the advisory area. This will cause urban and small stream
flooding.
- Additional rainfall amounts of 2 to 4 inches are expected
over the area. This additional rain will result in minor
flooding. Periods of rainfall is still expected through
tonight as additional rainbands train over the area, possibly
needing an extension of the advisory.
- Some locations that will experience flooding include...
Garapan, Dandan, China Town, Tanapag, As Mahetog,
Koblerville, San Jose (Tinian Municipality), Chalan Kanoa I,
San Antonio, Chalan Kanoa II, Chalan Kanoa III, San Roque,

* WHERE...South, west, and north facing reefs and shorelines.

* WHEN...For the Coastal Flood Warning, until noon ChST Friday. For
the High Surf Warning, until 5 PM ChST Friday.

* IMPACTS...Numerous roads may be closed. Low lying property
including homes, businesses, and some critical infrastructure will
be inundated. Some shoreline erosion will occur. Breaking waves can
sweep people off jetties and docks, and into dangerous seas. Life-
threatening swimming conditions and significant beach erosion can
be expected.

* ADDITIONAL DETAILS...As TY Sinlaku continues to move away and wind
driven waves decrease, the primary swell and highest surf will
become southwest. Seas will be slow to subside over the next couple

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
People should be in a designated shelter or in a sturdy and
reinforced concrete building to ride out the storm as strong
tropical storm force winds are occurring at Rota, south-southwest
typhoon force winds remain across Tinian and Saipan and continue to
slowly decrease through tonight. Due to the size of the storm, the
latest forecast has tropical storm force winds continuing at Rota
through Thursday morning, and Thursday evening or Thursday night for
Tinian and Saipan. Even when winds start to decrease, remain indoors
until the "all clear" is given.

...WIND INFORMATION...
For Rota, strong westerly tropical storm winds around 50 to 60 mph
with gusts to 75 mph are still expected, especially as the heavy rain
bands move over the island, following the center of Sinlaku. The
risk for typhoon force winds of 75 mph at Rota will be decreasing as
Sinlaku moves northwest and away from Rota, Tinian, and Saipan.
Winds are then expected to decrease to 45 to 55 mph with gusts to 65
mph late afternoon as winds shift southwest and then decrease
further to 35 to 45 mph tonight, before dropping to below tropical
storm force winds of 39 mph around Thursday morning.

For Tinian and Saipan, south to southwest winds of around 90 to 100
mph with gusts to 130 mph are possible as the eye moves slowly
north-northwest and away from the islands. Devastating damage is to
be expected with the direct passage of Sinlaku. Destruction of all
metal roof homes is expected. Electricity and water will be
unavailable for days and perhaps weeks after the storm passes. Most
trees will be snapped or uprooted. Fallen trees may cut off
residential areas for days to weeks. Winds should start to decrease
later today as Sinlaku continues to move away, with typhoon force
winds continuing through the aftenroon, before decreasing to strong
tropical storm force winds later tonight. Due to the size of the
storm, tropical storm force winds will continue through Thursday
afternoon.

...COASTAL INUNDATION AND SURF INFORMATION...
Dangerous surf at Rota is expected to be around 15 to 20 feet,
especially along west facing reefs due to westerly wind-driven
waves, also wrapping around to north and south facing reefs. For
Tinian and Saipan, 20 to 30 feet is possible along east, south and
west facing reefs as winds have shifted south to southwest, starting
to limit surf along north facing reefs at this time. Inundation of
3-5 feet for Rota is possible along south, west, and north facing
reefs due to westerly wind-driven surf. For Tinian and Saipan,
inundation of at least 5 to 8 feet is expected but wind- and wave-
driven surf could push water onto land 10 to 15 ft above mean water-
level, especially along windward-facing beaches and reefs. A Coastal
Flood Warning remains in effect. Inland flooding made worse by
developing rain bands during storm passage will significantly
increase coastal inundation as rain run-off and storm surge interact.
Surf will be slow to decrease after Sinlaku's exit to the northwest
for the remainder of the week, as swells will continue to pummel
western Marianas shores.

...OTHER STORM EFFECTS...
Heavy rainfall is still possible as quick-moving rainbands rotate
across Rota, Tinian and Saipan east and south of the center of
Sinlaku. Additional rainfall of 5 to 10 inches of rainfall are still
possible through tonight for Rota and 10 to 18 inches for Tinian and
Saipan due to being closer to the center. As such, a Flood Watch
remains in effect for Rota, Tinian and Saipan. See latest forecast

* WHAT...Typhoon Warning. For Rota, tropical storm force winds of 35
to 50 kt, with gusts to 70 kt. Seas will continue to slowly
subside and are between 22 and 26 feet. For Tinian and Saipan,
typhoon force winds of up to 95 kt with gusts to 115 kt. Seas are
now subsiding and are between 26 to 35 feet.

* WHERE...Rota, Tinian, and Saipan Coastal Waters.

* WHEN...Through at least Thursday afternoon.

* IMPACTS...Conditions will be catastrophic for small craft and large
vessels. Remain in safe harbor.

* ADDITIONAL DETAILS...Tropical storm winds are occurring at Rota,
with typhoon winds of up to 95 kt currently over the northern
waters of Tinian and Saipan. Winds are likely below typhoon force
south of Tinian. Winds and seas will continue to very slowly
decrease over the next 24 hours. Seas will be highest over the
northern portions of the waters.

A typhoon warning means sustained winds of 64 kt or 74 mph or
greater are expected or occurring.

creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS...
- Typhoon Sinlaku is starting to move away from Tinian and
Saipan to the northwest. rain bands south of Sinlaku will
continue to bring periods of heavy rain across the islands.

- Based on microwave satellite estimates and model guidance,
additional rainfall of 10 to 18 inches is possible for Tinian
and Saipan. For Guam and Rota, 5 to 10 inches of additional
rainfall is possible over the next 24 hours.
