...FLOOD WATCH IN EFFECT THROUGH THURSDAY MORNING... * WHAT...Flooding caused by excessive rainfall is possible. * WHERE...Portions of the Panhandle of Oklahoma, including the following area, Beaver and the Panhandle of Texas, including the following areas, Armstrong, Carson, Deaf Smith, Gray, Hemphill, Hutchinson, Lipscomb, Moore, Ochiltree, Oldham, Palo Duro Canyon, Potter, Randall and Roberts. * WHEN...Through Thursday morning. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - The passage of multiple short-waves disturbance this evening looks to take advantage of present high moisture (PWAT values ranging from 1.5 to near 2.0 inches).
