Rota... * Until 830 AM ChST. * At 728 AM ChST, trained weather spotters reported heavy rain across the warned area. Between 4 and 10 inches of rain have fallen. The expected rainfall rate is 1 to 2 inches in 1 hour. Additional rainfall amounts of 2 to 4 inches are possible in the warned area. Flash flooding is already occurring. HAZARD...Flash flooding caused by heavy rain. SOURCE...Trained spotters reported. IMPACT...Flash flooding of small creeks and streams, urban areas, and streets as well as other poor drainage and low-lying areas. * Some locations that will experience flash flooding include... Dededo, Tamuning, Yigo, Mangilao, Chalan Pago-Ordot, Barrigada, Yona, Hagatna Heights, Andersen AFB, Talofofo, Mongmong-Toto-Maite, Sinajana, Inarajan, Asan, Merizo, Piti, Santa Rita, Umatac, Sinapalo and Songsong. Even when winds start to decrease, remain indoors until the government of Guam gives the "all clear". && ...WIND INFORMATION...; As Typhoon Sinlaku (04W) continues to move northwest and away from; Guam, west strong tropical storm force winds around 50 to 60 mph and; gusts up 75 mph will continue through the morning hours. Then,; tropical storm force winds are forecasted slowly subside through; today as winds shift to the southwest. Airport Weather Warning

An Airport Wind Advisory is in effect for the Guam International Airport. The onset of tropical storm force conditions are expected within 24 hours and this advisory will remain in effect until further notice. Expect winds from the NNE or 20 degrees at 15 to 25 knots with gusts to 35 knots and will continue to increase and shift northwest as Super Typhoon Sinlaku approaches the Marianas. Tropical storm conditions are expected Monday night through Wednesday, with typhoon conditions possible.
