Continue to shelter in place until the storm has passed, the warning has been cancelled, and the "all clear" has been given by local government and emergency management officials. && ...WIND INFORMATION...; As Tropical Storm Higos (08W) continues to strengthen, the threat; for increasing winds remain. Maximum sustained winds are forecast; to be in the 30 to 40 mph range with gusts to 55 mph. As the; center of Tropical Storm Higos continues to slowly move away,; winds are expected to decrease as we head into the night. However,; this is contingent on if Higos maintains speed and doesn't become; quasi-stationary, stall, or rapidly strengthen. With that said,; current expectations are for the winds to continue a gradual; decrease.; ...COASTAL INUNDATION AND SURF INFORMATION...; Dangerous surf conditions are occurring and will continue through; at least Wednesday morning, possibly longer, and could lead to; extensive shoreline erosion and inundation.; ...OTHER STORM EFFECTS...; Periods of heavy rainfall and windy conditions associated with; Tropical Storm Higos may continue through through tonight, or; possible into Wednesday morning.

Very strong winds will cause hazardous seas which could capsize or damage vessels and reduce visibility. * ADDITIONAL DETAILS...Tropical Depression 08W has been upgraded to Tropical Storm Higos (08W). Conditions are expected to be incredibly dangerous for small craft and most large vessels. Seek safe harbor as soon as possible. ...TROPICAL DEPRESSION 08W SLOWLY PASSING SOUTH OF TINIAN... ...POTENTIAL FOR HEAVIER SHOWERS AND GUSTY WINDS THROUGH TUESDAY NIGHT FOR TINIAN AND SAIPAN... Invest 94W is now Tropical Depression 08W according to the Joint Typhoon Warning Center (JTWC). Currently, 08W is centered near 14.6N 146.0E as indicated in latest satellite and Guam radar imagery. Its current motion is roughly W at around 5 kt (6 mph). On its current track, the center of 08W should emerge W of the Marianas later today or tonight. The heaviest showers and strongest winds are found along its northern peripheries, mainly affecting Tinian and Saipan, and will persist through tonight. Rota and Guam are south of the circulation center, so the overall risk for heavy showers and gusty winds are overall decreasing. Heaviest rainfall will be over Tinian and Saipan, with rainfall totals possibly reaching around 2.0 inches and sustained winds of 20 to 35 mph with gusts around 50 mph within the heaviest showers. Additionally, locally higher amounts will be possible. Tree limbs could be blown down and a few power outages may result. PRECAUTIONARY/PREPAREDNESS ACTIONS... Winds this strong can make driving difficult, especially for high profile vehicles. Use extra caution when driving on roads with no center barriers, as well as when passing high profile vehicles. Secure loose objects outdoors, as well as canopies. These winds may move light objects. &&

...HIGH RIP CURRENT RISK IN EFFECT THROUGH THIS AFTERNOON... * WHAT...Dangerous rip currents expected. * WHERE...East facing reefs of Tinian and Saipan. * WHEN...Through this afternoon. * IMPACTS...Rip currents can sweep even the best swimmers away from shore into deeper water. * ADDITIONAL DETAILS...Developing Tropical Depression 08W will create surf heights of 7 to 9 feet along east facing reefs as it crosses near Tinian and Saipan today. PRECAUTIONARY/PREPAREDNESS ACTIONS... Rip currents will be life threatening. If caught in a rip current, relax and float. Don't swim against the current. If able, swim in a direction following the shoreline. If unable to escape, face the shore and call or wave for help. &&
