areas, Broome, Chemung, Chenango, Cortland, Madison, Onondaga,
Schuyler, Seneca, Southern Cayuga, Steuben, Tioga, Tompkins and
Yates and northeast Pennsylvania, including the following areas,
Bradford, Lackawanna, Luzerne, Susquehanna and Wyoming.
