This is the MacArthur Bridge (Belle Isle Bridge)in the Detroit River.
The trees along the background are on the island. Street across the very foreground is Jefferson Ave. Tunnel coming up to the bridge is East Grand Blvd crossing to the island.
Not winter: no one is wearing winter clothing (light suit coats on the gents,) flowers in bloom by telephone pole and there are boats, not ice on the river!
