This is a green heron. People were feeding fish and he stole the bread. He doesn't eat the bread but rather hangs it over the edge of the water to attract fish. Green herons are known for their creative fishing techniques.

Yes, the date was 02-23-2008 and was in Boca Raton Florida. It was amazing to watch.
