At 1:28 PM...radars detected a line of moderate to heavy rain occurring across parts of northeast Oklahoma and northwest Arkansas. This activity remained stretched from Carroll County in Arkansas ...southwest through Okfuskee County in Oklahoma. Other scattered activity was noted to the north and south of the main band of rain...mainly across Pushmataha and Choctaw counties. Cell movement was to the east northeast at 20 mph. Through 3:00 PM...the line of moderate to heavy rain...with a few rumbles of thunder will continue across eastern Oklahoma and northwest Arkansas. Areal movement will be very slow to the north...with cell movement remaining east northeast at 20 mph. Given the slow areal movement...hourly rainfall rates near one inch per hour are likely with the heaviest rain that occurs within this band. This has led to flooding across parts of eastern Oklahoma and northwest Arkansas this afternoon. Elsewhere...rates of one tenth to one quarter inch can be expected with the more scattered activity outside of the main band of rain.
