Special Statement
Issued: 6:59 AM CDT Aug. 29, 2016 – National Weather Service

... Heavy rain and localized flooding possible through mid week
across the Texas South Plains region...

A very moist airmass will bring a risk for heavy rainfall and
localized flooding at least through Wednesday. Rainfall totals of
one to three inches in general are possible for most areas on The
Caprock as well as the northern part of the rolling plains. But
isolated downpours may result in several inches or more within an
hour or two. The area with the greatest threat for heavy rainfall
and flooding will be the western part of the Texas South Plains.
Poorly defined focusing will preclude a higher risk at this time.

Be mindful of extremely heavy rainfall and the suddenness that
flooding can occur. Move away from flood waters and find other
routes to avoid flooded roads.
