Flash Flood Watch
Issued: 10:43 AM EST Feb. 25, 2017 – National Weather Service

... Flash Flood Watch remains in effect until 6 PM EST this
evening...

The Flash Flood Watch continues for

* portions of central New York and northeast Pennsylvania,
including the following areas, in central New York, Broome,
Chenango, Cortland, Delaware, Otsego, Sullivan, and Tioga. In
northeast Pennsylvania, Bradford, northern Wayne, and
Susquehanna.

* Until 6 PM EST this evening

* showers and thunderstorms producing heavy rainfall will move
across the region today. Some locations may see an inch or
more of rain in a very short period of time. The combination
of heavy rain rates and saturated soils from recent snow melt
may result in localized flash flooding... especially in urban
areas and along small streams.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.
