For the second Red Flag Warning, from 10 AM to 7 PM MST Wednesday. * WINDS...Southwest 25 to 35 mph with gusts up to 45 mph. * RELATIVE HUMIDITY...As low as 8 percent. * IMPACTS...Any fires that develop or are ongoing will have the potential to spread rapidly.
