The National Weather Service in San Diego has issued a

* Flood Warning for
the San Diego River at Fashion Valley

* at 1200 PM Monday the stage was 9.9 feet

* normal low lying areas and roads are flooding now. Minor flooding is forecast

* flood stage is 11.3 feet

* at 11.3 feet, flood stage and low water crossings over the river. Low water
crossing in Mission Valley will be affected and closed.

* Forecast San Diego River stage:

San Diego River current 9.9 1,480 at 12pm 02/27/17
Fashion Valley
(fsnc1) >flood stage 11.3 by 3pm 02/27/17 in 3 hrs*
                  Max stage 11.9 3,870 at 8pm 02/27/17 in 8 hrs*

* impacts:

Fashion Valley Road, Avenida del Rio, Camino del este, Camino de la reina and
mission Center Road. At flood stage water will flow into the parking garage
and flood The Golf Course, as well as possibly close the Fashion Valley transit
center.

Areal Flood Advisory, Flash Flood Watch
Issued: 2:21 PM PST Feb. 27, 2017 – National Weather Service

... The urban and small stream flood advisory remains in effect until
915 PM PST for central San Diego County...

At 215 PM PST, National Weather Service Doppler radar continue to
depict widespread rain across San Diego County. Rainfall totals of 1
to 2 inches with locally around 3 inches is causing flooding in low
lying areas. Additional rainfall of 1 to 2 inches is expected from 3
to 8 PM and the rainfall rates will increase to 0.50 inches per
hour. There will be continue low lying, small stream and creek
flooding across San Diego County. A Flash Flood Watch is in effect
for possible dangerous and unusual flooding when the heaviest rain
arrives.

The flooding includes Spring Valley at Quarry Road, Escondido creek,
low lying roads in Fashion Valley on the rising San Diego River,
Dairy Mart Road and creeks flowing into the tijuana river, and
possibly Cole grade Road along the San Luis Rey River. Flooded roads
will cause closures and delays as more rainfall continues over
saturated grounds through this evening.

The San Diego River is expected to reach just over 12 feet late this
afternoon and early evening. Higher rainfall rates of 0.50 inch per
hour are expected late this afternoon and evening which could cause
flash floods. A Flash Flood Watch is in effect for the potential of
dangerous and unusual flooding.

Some locations that will likely experience flooding include...
Chula Vista, Oceanside, Carlsbad, El Cajon, Vista, Encinitas,
National City, La Mesa, Poway, North Park, Point Loma, Hillcrest,
midway district including Lindbergh Field, downtown San Diego and La
Jolla.

Precautionary/preparedness actions...

When flooded turn around, don't drown. Most flood deaths occur in
vehicles. The water depth will be greater than it appears.

evening...

The Flash Flood Watch continues for

* a portion of southwest California, including the following
areas, San Diego County coastal areas, San Diego County
mountains, and San Diego County valleys.

* Until 10 PM PST this evening

* widespread rainfall of one to two inches has occurred through 1
PM PST today across the western two thirds of San Diego County,
with greater amounts on the coastal slopes of the mountains.

* Through this evening... additional rainfall for central and
southern San Diego County is expected to range from one to as
much as three inches. Urban and small stream flooding is
expected, with isolated flash flooding possible.


Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.
