* at 426 PM PST, Doppler radar and automated rain gauges indicated
heavy rain falling across the warned area. Flash flooding is
already occurring.

* The warned area includes portions of The Blue Cut fire burn scar.
Areas in and downhill from the burn scar are most at risk for mud
slides and debris flows.

* Some locations that will likely experience flooding include...
San Bernardino, Fontana, Rialto, I-15 through the Cajon Pass,
Rancho Cucamonga, Muscoy, DeVore, Hwy 138 between I-15 and Hwy 2
and San Antonio Heights.

* at 423 PM PST, Doppler radar and automated rain gauges indicated
heavy rain which will continue to cause Urban and Small Stream
flooding in the advisory area.

* Some locations that will likely experience flooding include...
San Bernardino, Moreno Valley, Temecula, Redlands, Lake Elsinore,
Yucaipa, northwestern Palm Springs, Hwy 243 between Banning and
Idyllwild, Hemet, Mt San Jacinto State Park, Murrieta, Perris,
Highland, Colton, Cathedral City, San Jacinto, Beaumont, Banning,
Desert Hot Springs and Loma Linda.

Precautionary/preparedness actions...
excessive rainfall over the Whitewater Basin is expected to result in
significant flows through the Coachella storm water channel. This
could inundate low-water crossings and possibly create dangerous
swift water stretches.

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate Route.

The Flash Flood Watch continues for

valleys-the inland Empire. In southwest California... Orange
County coastal areas... Orange County inland areas... San
Bernardino County mountains... San Diego County coastal areas...
   San Diego County mountains... San Diego County valleys... San
Gorgonio Pass near Banning and Santa Ana Mountains and
foothills. In southwests California... Riverside County

* Until 7 PM PST this evening

* heavy showers and scattered thunderstorms will likely occur
late this morning through early evening... with possible
rainfall rates at or exceeding 1 inch per hour. This will
increase the chances for flash flooding. Also... heavy rains
over recent burn scars could result in debris flows and
mudslides.

* winds... west to southwest 15 to 30 mph with gusts of 50 mph and
local gusts to 60 mph.

* Timing... through this evening.

* Location... Orange County... San Diego County coast and
valleys... the inland Empire... and the Santa Ana Mountains and
foothills.

* Impacts... strong winds could topple trees and power lines and
make for hazardous driving conditions for high profile
vehicles. Tree limbs and other debris may fall onto roadways.
Structural damage possible.

* Outlook... winds will weaken tonight but still be blustery...
especially at the immediate coast. Winds may become strong
again late Sunday.

A High Wind Warning means a hazardous high wind event is expected
or occurring. Sustained wind speeds of at least 40 mph or gusts
of 58 mph or more can lead to property damage.
