* at 343 PM AST, Doppler radar indicated moderate to heavy rainfall
continues over these areas. This will cause urban and small stream
flooding in the advisory area.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses
as well as other drainage areas and low lying spots.

... High rip current risk remains in effect until 8 PM AST this
evening...

* location... the northwest through northeast shoreline of Puerto
Rico, Culebra, Saint Thomas and Saint John.

* Timing... through this evening.

* Impacts... strong currents that can carry even the best
swimmers out to sea.

Precautionary/preparedness actions...

There is a high risk of rip currents.

Rip currents are powerful channels of water flowing quickly away
from shore... which occur most often at low spots or breaks in The
Sandbar and in the vicinity of structures such as groins...
jetties and piers. Heed the advice of lifeguards... beach patrol
flags and signs.

If you become caught in a rip current... Yell for help. Remain
calm... do not exhaust yourself and stay afloat while waiting for
help. If you have to swim out of a rip current... swim parallel to
shore and back toward the beach when possible. Do not attempt to
swim directly against a rip current as you will tire quickly.
