Areal Flood Advisory, Flash Flood Watch
Issued: 4:58 AM HST Feb. 28, 2017 – National Weather Service

The National Weather Service in Honolulu has extended the

* flood advisory for...
the island of Kauai in Kauai County

* until 815 am HST

* at 455 am HST, radar and rain gages indicated heavy rain falling
over the interior and northeast sections of Kauai with an
estimated rainfall rate of up to 2 inches an hour. The Hanalei
river remains elevated as well. Minor flooding of low lying and
poor drainage areas can be expected.

* Locations in the advisory include but are not limited to... Anahola,
Lihue, Kapaa, Princeville, Omao, Wailua Homesteads, Na Pali State
Park, Moloaa, Hanapepe, Hanalei and Koloa.

Precautionary/preparedness actions...

Stay away from streams, drainage ditches and low lying areas prone to
flooding.

Rainfall and runoff will also cause hazardous driving conditions due
to ponding, reduced visibility and poor braking action.

Do not cross fast flowing or rising water in your vehicle, or on
foot. Turn around, don't drown.


This advisory may need to be extended beyond 815 am HST if heavy rain
persists.

... Flash Flood Watch remains in effect through Wednesday
afternoon...

The Flash Flood Watch continues for

* Kahoolawe, Kauai, Lanai, Maui, Molokai, Niihau, Oahu and The
Big Island.

* Through Wednesday afternoon

* a moist and unstable air mass aided by a strong upper level
disturbance and a surface low will bring a prolong period of
widespread rain, heavy at times, and a chance of thunderstorms
between today and Wednesday. These rains can lead to flash
flooding. Conditions should gradually improve on Wednesday.

* Some streams and normally dry gulches are expected to run high
and could quickly overflow their banks. Intense rainfall in
poor drainage and urban areas could also lead to flash
flooding.


Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

Keep tuned to later forecasts and be prepared to take action
should flash flood warnings be issued. Consider postponing outdoor
activities such as camping or hiking trips until the weather
improves.
