... Flash Flood Watch remains in effect through Friday morning...

The Flash Flood Watch continues for

* portions of Arkansas, Louisiana, and Texas, including the
following areas, in Arkansas, Columbia, Lafayette, and Union.
In Louisiana, Bienville, Bossier, Caddo, Caldwell, Claiborne,
De Soto, Grant, Jackson, La Salle, Lincoln, Natchitoches,
Ouachita, Red River, Sabine, Union, Webster, and Winn. In
Texas, Angelina, Cherokee, Gregg, Harrison, Marion,
Nacogdoches, Panola, Rusk, Sabine, San Augustine, and Shelby.

* Through Friday morning

* the remnants of Tropical Storm Cindy will move north across
extreme eastern Texas and western Louisiana today, before a
gradual shift to the northeast across northwest Louisiana and
southern Arkansas tonight through early Friday morning. Periods
of locally heavy rainfall near the center of circulation can be
expected across all these areas. Widespread heavy rainfall of
two to four inches is expected through Friday morning, with
isolated higher amounts of six to eight inches possible mainly
across portions of extreme eastern Texas, northwest Louisiana,
and south central Arkansas.

* Flooding of roads, low lying and poor drainage areas will be
possible. If encountering flooded roadways, remember to turn
around, don't drown.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.

... Lake Wind Advisory remains in effect until 7 PM CDT this
evening...

* event... sustained winds between 15 and 25 mph with gusts
between 30 and 40 mph, associated with Tropical Storm Cindy,
will affect portions of east and northeast Texas and north
Louisiana.

* Timing... through 7 PM CDT this evening.

* Impact... boaters should exercise caution on area lakes and
waterways due to rough chop, which can capsize small craft.

Precautionary/preparedness actions...

A lake Wind Advisory indicates that winds will cause rough chop
on area lakes. Small boats will be especially prone to capsizing.
