Flash Flood Warning
Issued: 3:46 AM CDT Jul. 22, 2017 – National Weather Service

... The Flash Flood Warning remains in effect until 615 am CDT for
northern Jackson... northeastern Buchanan... Dubuque and Delaware
counties...

At 343 am CDT, local law enforcement reported flash flooding was
ongoing over portions of the warned area, especially northern
Delaware through northern Dubuque counties. 4 to 5 inches of rain
have fallen over these areas, but the threat for additional heavy
rain is low.

Excessive rainfall over the warned area will cause mud slides near
steep terrain. The mud slide can consist of rock, mud, vegetation
and other loose materials. Remain alert for barricaded roads and
water flowing over roads.

Some locations that will experience flooding include...
Dubuque, Manchester, Asbury, Dyersville, Bellevue, Cascade, Epworth,
East Dubuque, Farley, Peosta, Fairbank, Edgewood, Hazleton,
Earlville, Hopkinton, Lamont, Delhi, New Vienna, Colesburg and
Worthington.

Precautionary/preparedness actions...

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Flooding is occurring or is imminent. It is important to know where
you are relative to streams, rivers, or creeks which can become
killers in heavy rains. Campers and hikers should avoid streams or
creeks.

The Flash Flood Watch continues for

* portions of Illinois and Iowa, including the following areas,
in Illinois, Bureau, Carroll, Henry IL, Jo Daviess, Putnam,
Rock Island, Stephenson, and Whiteside. In Iowa, Benton,
Buchanan, Cedar, Clinton, Delaware, Dubuque, Iowa, Jackson,
Johnson, Jones, Linn, Muscatine, and Scott.

* Until 9 am CDT this morning

* additional heavy rainfall around an inch is possible.

* Impacts could include flooded roads and intersections, river
flooding, and possible rock and mud slides in hilly terrain.
