The National Weather Service in State College PA has issued a

* flood advisory for...
Somerset County in south central Pennsylvania...
southern Cambria County in central Pennsylvania...

* until 1045 PM EDT

* at 745 PM EDT, emergency management reported scattered incidents
of ponding water on roads and flooded basements in the advisory
area. With additional rain forecast to move across the area during
the next several hours, additional minor flooding is likely.
Streams and creeks are also running high, and some may overflow
their banks. Should heavy rain materialize, and flooding become
more severe, a warning may be needed.

* Some locations that will experience flooding include...
Belmont, Johnstown, Westmont, Nanty-Glo, Windber, Somerset,
Portage, Ebensburg, Acosta and Salix-beauty Line Park.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

A flood advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.

... Flash Flood Watch in effect from 6 PM EDT this evening through
late tonight...

The National Weather Service in State College has issued a

* Flash Flood Watch for a portion of central Pennsylvania,
including the following areas, Bedford, Blair, Cambria, and
Somerset.

* From 6 PM EDT this evening through late tonight

* an approaching front and the remnants of Tropical Storm Cindy
will bring a plume of deep tropical moisture and the potential
for torrential flooding downpours to the region this evening
into the overnight.

* Expect the possibility of streams and creeks to overflow their
banks. Also expect Road closures and flooding of normal low
lying poor drainage areas.
