... Flash Flood Watch remains in effect through this evening...

The Flash Flood Watch continues for

* portions of east Arkansas, southeast Missouri, and west
Tennessee, including the following areas, in east Arkansas,
Clay, Craighead, Greene, Mississippi, and Poinsett. In
southeast Missouri, Dunklin and Pemiscot. In west Tennessee,
Benton, Carroll, Chester, Crockett, Decatur, Dyer, Gibson,
Haywood, Henderson, Henry, Lake, Lauderdale, Madison, Obion,
Tipton, and Weakley.

* Through this evening

* excessive rainfall from Tropical Depression Cindy.

* High rainfall rates could lead to rapid inundation of flood-
prone roadways. Sharp rises in creeks and small streams may
occur. Low-lying areas may quickly become flooded.Low lying
areas both urban and rural will be most prone to flooding.
Travelers should be aware of these threat areas and avoid them
if at all possible. In addition persons should avoid outside
activity near culverts... ditches and ravines as these have
proven deadly during flash flood events.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.

... Brief gusty wind expected as the remnants of Cindy track
across the midsouth...

Wind gusts to 40 mph will be possible this morning along the
leading edge of enhanced convection associated with the remnants
of Tropical Storm Cindy. Sustained winds may exceed 25 mph along
with the higher gusts but should not last more than should 30
minutes at any given location.
