The National Weather Service in Oxnard has issued a

* Urban and Small Stream Flood Advisory for...
San Luis Obispo County in southwestern California...

* until 430 am PST Thursday

* at 1026 PM PST, National Weather Service Doppler radar and
automated rain gauges indicated moderate to heavy rainfall moving
into western and northern San Luis Obispo County tonight. Rainfall
rates between one quarter and one half of an inch per hour will
move south and east across the County over the next several hours.
Minor mud and debris flows may occur in the vicinity of the
chimney burn area. Otherwise, Urban and Small Stream flooding will
occur in the advisory in the advisory area into early Thursday
morning.

* Some locations that will experience small stream and urban flooding
include...
San Luis Obispo... Paso Robles... Morro Bay... Pismo Beach...
Atascadero... Arroyo Grande... Cambria... Avila Beach and the chimney
burn area.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles. Be especially cautious at night when it is
harder to recognize the dangers of flooding.

Please report flooding to your local law enforcement agency when you
can do so safely.

A Flood Advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.

... Wind Advisory remains in effect until 4 am PST Thursday...

* winds and timing... south to southwest winds 15 to 30 mph with
gusts up to 45 mph will continue through late tonight. The
strongest winds will occur on the Carrizo Plain.

* Impacts... gusty winds will make driving difficult... especially
for drivers of high profile vehicles. Major roadways that could
be affected include highways 101... and state routes 41... 46...
58... and 166.

Precautionary/preparedness actions...

When driving... use extra caution. Be prepared for sudden gusty
cross winds.

... Gale Warning remains in effect until 3 am PST Thursday...

* winds... south winds 20 to 25 kt with gusts to 35 kt will
continue through early Thursday morning.

* Seas... combined seas of 8 to 10 feet with periods around 14
seconds are expected when waves are largest.


Precautionary/preparedness actions...

A Gale Warning means winds of 34 to 47 knots are imminent or
occuring. Operating a vessel in gale conditions requires
experience and properly equipped vessels. It is highly
recommended that mariners without the proper experience seek safe
Harbor prior to the onset of gale conditions.
