Issued: 3:12 AM CDT Aug. 24, 2016 – National Weather Service

... Thunderstorms with heavy rain in east-central Wisconsin...

At 310 am CDT... radar indicated a line of thunderstorms from near
mountain... to Green Bay... to near Manitowoc. Movement was
northeast at 35 mph. The storms were producing very heavy
rainfall... and frequent lightning.

The storms will continue to shift northeast over east-central
Wisconsin through 400 am. Localized ponding of water in low spots
on roadways and parking lots is likely due to the torrential
rainfall. Lightning strikes could also lead to some power outages.
Brief gusty winds are also possible. Do not drive your vehicle
through flooded roadways.
