603 am EST Sat Feb 25 2017

The National Weather Service in Buffalo has issued a

* Flood Warning for small streams for...
rain and snowmelt in...
southeastern Jefferson County in central New York...
Lewis County in central New York...
northeastern Oswego County in central New York...

* until 600 am EST Sunday.

* At 555 am EST, very warm temperatures were leading to rapid
snowmelt across the Tug Hill plateau and western Adirondacks.
Increasing runoff from snowmelt may result in minor flooding of
small streams and poor drainage areas this morning. Snowmelt will
increase further this afternoon, and be accompanied by a period of
heavy rainfall. Around an inch of rain is expected across the
region. The combination of further snowmelt and rain will likely
result in more significant flooding of small streams and poor
drainage areas later this afternoon and tonight.

* Some locations that may experience flooding include...
streams and rivers which drain the Tug Hill plateau and the
western Adirondacks, including areas in northern Oswego County,
southern Jefferson County, and much of Lewis County. Small,
rapidly responding streams will flood first, followed by larger
streams and rivers.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Areal Flood Watch
Issued: 3:20 AM EST Feb. 25, 2017 – National Weather Service

... Flood Watch remains in effect through Sunday evening...

The Flood Watch continues for

* a portion of central New York... including the following
counties... Jefferson... Lewis and Oswego.

* Through Sunday evening.

* A strong cold front will cross the area from late morning
through late afternoon, producing additional rainfall amounts of
around an inch. Much warmer temperatures will also result in
very rapid snowmelt across the Tug Hill plateau and western
Adirondacks. Excessive runoff from snowmelt and rain will
result in significant rises on area creeks and rivers.

* Flood potential will initially impact smaller streams which
drain the Tug Hill plateau and western foothills of the
Adirondacks, with flooding possible in low lying areas and near
streams today. The larger rivers will then see significant rises
tonight and Sunday with flooding expected along the entire reach
of the Black River and tributaries in Lewis and Jefferson
counties. Please see specific river warnings for the Black River
and Moose River. Other rivers may reach flood stage later this
weekend, including the Beaver River and possibly the Salmon
river and other smaller rivers in northern Oswego County.

Precautionary/preparedness actions...

A Flood Watch means there is a potential for flooding based on
current forecasts. You should monitor later forecasts and be
alert for possible flood warnings. Those living in areas prone to
flooding should be prepared to take action should flooding
develop. Stay tuned to weather radio or other radio and TV
stations for further details or updates.
