I think the sunlight comes up between the layers of clouds, throwing shadows from one layer onto another. Your explanation is another possibility; perhaps both are contributing factors.

Thanks approvers, Elaine, Kathy, Kat & Randall! I'm not quite sure how this happens. I guess since the clouds are low the reflection of the sun off the land bounces back to then create a shadow on the upper level of clouds ???
