I thought it meant literally. One time was driving in Czech Republic and passed this defunct soviet nuke plant that had the fog lying all over the ground. Good thing the car had a cabin air filter.

I misspoke (my meteorology teachers from my Coast Guard days would be appalled) -- radiation fog forms over land; when it's over the water, it's advection fog. That's at least partly correct!
