After a devastating severe weather day in the Plains on Monday, severe weather is expected to fire up again across the nation's mid-section again on Tuesday.

The nearly stationary low over the Northern Plains will gradually weaken as it shifts eastward into the Midwest on Tuesday, while the system's associated cold front trails southwestward from the low across the Mid-Mississippi Valley through the Southern Plains. Favorable energy and conditions ahead of the cold front combined with the moisture laden conditions of the nation's mid-section will set the stage for multiple clusters of thunderstorms to develop from the Midwest into the Ozarks and the Southern Plains. Portions of northeastern Texas, extreme southeastern Oklahoma, central and southern Arkansas, and northwestern Louisiana are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of central and eastern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail, damaging wind gusts, and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will continue near the low in the Northern Plains and Upper Mississippi Valley and near and to the north of a nearly stationary frontal boundary extending out ahead of the system from the Great Lakes into the Northeast. Continued precipitation in already saturated areas of the Northern Plains and Upper Midwest will maintain flood concerns from parts of North Dakota into northern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected to persist in the Mid-Atlantic and southeastern corner of the nation.

Scattered to numerous showers and thunderstorms will develop northwest of an Eastland to Sherman line through noon. Some severe storms will be possible with large hail and damaging winds. Most other storms late this morning will produce periods of moderate to heavy rainfall and cloud to ground lightning. A line of thunderstorms is expected to accompany a cold front this afternoon. These storms should organize into a line as they move southeast across North Texas. Damaging straight line winds and large hail will be the primary hazards. All storms should exit North Texas by early evening.

Tornado Watch
Mobile & Email Alerts Statement as of 10:25 AM CDT on May 21, 2013

The NWS Storm Prediction Center has issued a

* Tornado Watch for portions of
southern Oklahoma
northern and central Texas

* effective this Tuesday morning and evening from 1025 am until
700 PM CDT.

* Primary threats include...
several tornadoes with a few intense tornadoes possible
numerous damaging wind gusts likely with a few significant gusts
    to 80 mph possible
several large hail events with a few very large hail events to 3
    inches in diameter possible

The Tornado Watch area is approximately along and 95 statute
miles north and south of a line from 50 miles south southwest of
Abilene Texas to 35 miles south southeast of Paris Texas. For a

Precautionary/preparedness actions...

Remember... a Tornado Watch means conditions are favorable for
tornadoes and severe thunderstorms in and close to the watch
area. Persons in these areas should be on the lookout for
threatening weather conditions and listen for later statements
and possible warnings.


Discussion... aided by forcing associated with a short wave impulse
turning east of the southern High Plains... increasing thunderstorm
development is expected during the next few hours along a surface
cold front and remnant outflow boundary across the ww area. The
outflow boundary... situated near or just south of the Red River may
become the focus for an increasingly organized mesoscale convective
system capable of producing damaging winds... large hail and isolated
tornadoes. Discrete supercells are possible along the trailing
southern flank of the developing system... southward through central
Texas by this afternoon... as well as ahead of the squall line across
northern Texas. One or two strong tornadoes may not be out of the
question.

Aviation... tornadoes and a few severe thunderstorms with hail
surface and aloft to 3 inches. Extreme turbulence and surface
wind gusts to 70 knots. A few cumulonimbi with maximum tops to
550. Mean storm motion vector 27035.
