* at 917 am CDT... National Weather Service meteorologists detected
an area of thunderstorms with very heavy rainfall. Doppler radar
indicates 1 to 3 inches of rain have fallen over parts of the warned
area in the past 2 hours with additional heavy rain expected. Flash
flooding is likely to occur. While precipitation may taper off in
some areas during the warning period... it will take some time for
any high water to runoff.

... Flash Flood Watch remains in effect through late tonight for
eastern... southern and central parts of the Texas Panhandle... as well
as the eastern Oklahoma Panhandle...

The Flash Flood Watch continues for

* portions of Oklahoma and Texas... including the following
areas... in Oklahoma... Beaver. In Texas... Armstrong... Carson...
Collingsworth... Donley... gray... Hemphill... Hutchinson...
Lipscomb... Ochiltree... Potter... Randall... Roberts and Wheeler.

* Through late tonight

* scattered to thunderstorms will move across the central and
eastern parts of the combined panhandles this afternoon and this
evening. Heavy rain is expected with these storms... with localized
rainfall amounts of 1 to 3 inches expected across the watch area.
This additional heavy rain on top of already saturated soils will
likely lead to flooding or flash flooding.

A Flash Flood Watch means that conditions may develop that lead
