After a devastating severe weather day in the Plains on Monday, severe weather is expected to fire up again across the nation's mid-section again on Tuesday.

The nearly stationary low over the Northern Plains will gradually weaken as it shifts eastward into the Midwest on Tuesday, while the system's associated cold front trails southwestward from the low across the Mid-Mississippi Valley through the Southern Plains. Favorable energy and conditions ahead of the cold front combined with the moisture laden conditions of the nation's mid-section will set the stage for multiple clusters of thunderstorms to develop from the Midwest into the Ozarks and the Southern Plains. Portions of northeastern Texas, extreme southeastern Oklahoma, central and southern Arkansas, and northwestern Louisiana are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of central and eastern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail, damaging wind gusts, and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will continue near the low in the Northern Plains and Upper Mississippi Valley and near and to the north of a nearly stationary frontal boundary extending out ahead of the system from the Great Lakes into the Northeast. Continued precipitation in already saturated areas of the Northern Plains and Upper Midwest will maintain flood concerns from parts of North Dakota into northern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected to persist in the Mid-Atlantic and southeastern corner of the nation.

At 7:12 am...National Weather Service Doppler radars continued to detect a line of showers and thunderstorms...extending from Scipio...east toward mountain top...mainly south of Highway 40. Additional light rain was also affecting locations across northeast Oklahoma and northwest Arkansas. All this activity was moving toward the east...around 30 miles an hour. Through 8:30 am...showers and thunderstorms will continue to spread east over the area. The stronger storms will remain along and south of Highway 40. The stronger storms will likely produce heavy rainfall...intense lightning...and gusty winds. Flooding is also becoming a threat...as storms continue to train across the same areas just south of Highway 40.

... Flash Flood Watch remains in effect through this evening...

The Flash Flood Watch continues for

* portions of Arkansas and Oklahoma... including the following
areas... in Arkansas... Benton... Carroll... Crawford... Franklin...
   Madison... Sebastian and Washington. In Oklahoma... Adair...
Cherokee... Delaware... Haskell... Latimer... Le Flore... Mayes...
McIntosh... Muskogee... Okfuskee... Okmulgee... Ottawa...
Pittsburg... Sequoyah and Wagoner.

* Through this evening

* shower and thunderstorm activity will increase again today
as a slow moving cool front boundary interacts with a near
tropical airmass over eastern Oklahoma and northwest Arkansas.

Rainfall totals of 2 to 3 inches are possible southeast of
Interstate 44 today as thunderstorms move across the same
areas. Local amounts of 5 inches are possible... especially
across southeast Oklahoma and west central Arkansas where
prolonged storm chances will reside.

* The heavy rainfall may lead to localized flash flooding... and
will also cause rapid rises on creeks and small streams... and
could eventually lead to mainstem river flooding as well.

Precautionary/preparedness actions...

A Flash Flood Watch means rapidly rising water or flooding is
possible within the watch area.

If you are in the watch area... keep informed... and be ready for
quick action if flash flooding is observed or if a warning is
issued.
