... Winter Storm Warning remains in effect until 1 PM EST
Thursday...

* colder air will continue to move in from northwest through the
night... changing precipitation from rain... to a mixture of
freezing rain... sleet... and then to snow. Then transitioning to
all snow through the overnight hours. Snow should lighten and
taper off by Thursday afternoon.

* Snow and sleet accumulations of 3 to 8 inches with higher
amounts possible... the highest snow and sleet accumulations
generally north of the Cumberland Parkway to hal Rogers Parkway
to KY Highway 80 corridor. Any ice accumulations will generally
be a tenth of an inch or less.

* Snow of this magnitude will make travel difficult to
treacherous. In addition... the heavy wet nature of this snow
will cause stress on weak structures and could also lead to
downed power lines and trees with widespread power outages
possible.

Precautionary/preparedness actions...

A Winter Storm Warning for heavy snow and sleet means severe
winter weather conditions are expected. Significant amounts of
snow are forecast that will make travel dangerous. Only travel in
an emergency. If you must travel... keep an extra flashlight...
food... and water in your vehicle in case of an emergency.

the Tug Fork River at Williamson.
* At 1:35 am Thursday the stage was 33.7 feet.
* Moderate flooding is occurring and moderate flooding is forecast.
* Flood stage is 27.0 feet.
* Forecast... the river will continue rising to near 34.6 feet by this morning.
The river will fall below flood stage this evening.
* At stages near 37.0 feet... hosts of roads outside of town closed.
* A crest near 34.6 feet compares to a previous crest of 35.2 feet on April 16
2007.

* until 630 PM EST Thursday

* at 1244 am EST... rain will be changing over to sleet and
snow... with snow continuing into Thursday. However... runoff from
heavy rain that occurred on Tuesday night and Wednesday is leading
to area flooding on creeks and streams in several locations.
Expect flooding to continue in these areas through at least
Thursday afternoon.

* Some locations that will experience flooding include...

* at 1110 PM EST... Doppler radar indicated heavy rain... with up to
two inches of rain has already fallen. Small streams and rivers
have already reported flooding at this time in several locations
within the warning area. Until the area rivers begin to recede
tomorrow... expect flooding to continue.

* Some locations that will experience flooding include...

* From late tonight to Thursday evening.
* At 8 PM Wednesday the stage was 29.0 feet.
* Flood stage is 35.0 feet.
* Minor flooding is forecast.
* Forecast... the river will rise above flood stage overnight
and continue to rise to near 38.0 feet by Thursday morning.
The river will fall below flood stage by Thursday afternoon.
* At 35.0 feet... low lying areas flood.
