... Winter Storm Warning now in effect until 4 PM EST this
afternoon...

* snow will linger through the afternoon before ending by early
evening.

* An additional inch of snow accumulation is expected. This will
bring storm total snow and sleet accumulations to the 3 to 6
inch range.

* This snow will continue to make travel treacherous into this
evening.

Precautionary/preparedness actions...

A Winter Storm Warning for snow... sleet... and ice means severe
winter weather conditions are expected. Significant amounts of
snow and ice are forecast that will make travel dangerous. Only
travel in an emergency. If you must travel... keep an extra
flashlight... food... and water in your vehicle in case of an
emergency.

Statement as of 11:13 AM EST on March 05, 2015

The Flood Warning continues for
the Cumberland River at Pineville.
* At 10:30 am Thursday the stage was 1016.0 feet.
* Flood stage is 1002 feet.
* Moderate flooding is occurring and moderate flooding is forecast.
* Forecast... the river crested at a stage of 1016.4 feet, and
will fall below flood stage by early Friday morning.
* At 1016 feet... Stewart branch Road begins flooding.

... A Flood Warning for snowmelt remains in effect until 645 PM EST
Thursday for Harlan and Bell counties...

At 419 am EST... a mixture of sleet and snow was ongoing... and
expected to change over to all snow this morning... before tapering
off by late this afternoon. However... runoff from heavy rainfall and
snow melt that occurred Tuesday night and Wednesday has resulted in
flooding of a few area creeks and streams within the warning. Expect
flooding to continue in these locations through at least this
afternoon.

Some locations that will experience flooding include...
Harlan... Pineville... Middlesboro... Cumberland... Loyall... Evarts...
Lynch... Benham... Wallins Creek... Creech... sunshine... Smith...
Calvin... South Wallins... Stony Fork Junction... Ponza... Tway...
shields... Grays Knob and hutch.

Precautionary/preparedness actions...

Most flood deaths occur in automobiles. Never drive your vehicle
into areas where the water covers the roadway. Flood waters are
usually deeper than they appear. Just one foot of flowing water is
powerful enough to sweep vehicles off the Road. When encountering
flooded roads make the smart choice... turn around... dont drown.

Excessive runoff from heavy rainfall will cause ponding of water in
urban areas... highways... streets and underpasses as well as other
poor drainage areas and low lying spots. Do not attempt to travel
across flooded roads. Find alternate routes. It takes only a few
inches of swiftly flowing water to carry vehicles away.
