... Winter Storm Warning remains in effect until 1 PM EST this
afternoon...

* colder air will continue to move in from the northwest this
morning... changing a wintry mixture of freezing
rain... sleet... and snow to all snow. The snow may fall heavy at
times in the morning... before it lightens and tapers off this
afternoon.

* Storm total snow and sleet accumulations of 2 to 5 inches are
expected... with additional ice accumulations of generally a
tenth of an inch or less.

* Roads will develop slick spots as the mixed precipitation falls.
In addition... heavy wet snow falling on top of these slick
roadways will make travel hazardous. Please take extreme
caution and avoid unnecessary travel if possible. Heavy wet snow
could also lead to downed power lines and trees... with isolated
power outages would be possible.

Precautionary/preparedness actions...

A Winter Storm Warning for snow... sleet... and ice means severe
winter weather conditions are expected. Significant amounts of
snow and ice are forecast that will make travel dangerous. Only
travel in an emergency. If you must travel... keep an extra
flashlight... food... and water in your vehicle in case of an
emergency.

Owsley... Martin... southeastern Morgan and Magoffin counties...

At 423 am EST... a mixture of sleet and snow was ongoing... and
expected to change over to all snow this morning... before tapering
off by late this afternoon. However... runoff from heavy rainfall and
snow melt that occurred Tuesday night and Wednesday has resulted in
flooding of some area creeks and streams within the warning. Expect
flooding to continue in these locations through at least this
afternoon.

* Flood stage is 16.0 feet.
* Major flooding is occurring and moderate flooding is forecast.

* At 20.0 feet... several local roads are closed... including Kentucky Highway 413.

* Flood Advisory for
the Cumberland River at Cumberland.
* Until Thursday afternoon.
* At 9 PM Wednesday the stage was 10.6 feet.
* Bankfull stage is 11.0 feet.
* Flood stage is 12.0 feet.
* Forecast... the river will rise to near 11.4 feet overnight,
and will continue to run high through early Thursday morning.
* At 11.0 feet... the river is at bankfull.
