... Winter Storm Warning remains in effect from 1 am to 4 PM EST
Thursday...

* event... rain early then a wintry mix with freezing rain changing
to sleet and snow with up to a quarter inch of ice accumulation
and 2 to 4 inches of snow.

* Timing... beginning just after midnight Wednesday night and
continuing until 4 PM EST Thursday afternoon.

* Impacts... Road conditions will become hazardous. When
traveling... slow down and drive with caution. Give yourself
extra room between you and the vehicle ahead of you. The ice
accumulations may down trees and power lines with localized
power outages possible.

Precautionary/preparedness actions...

A Winter Storm Warning means severe winter weather conditions are
expected or occurring. Significant amounts of snow... sleet...
and/or freezing rain are expected... causing hazardous driving
conditions. Travel is discouraged. If travel is unavoidable...
keep an extra flashlight... food... and water in your vehicle in
case of an emergency.





Areal Flood Warning
Statement as of 10:54 PM EST on March 04, 2015

... A Flood Warning for rain and snowmelt remains in effect until 1245
PM EST Thursday for Russell County...

At 1051 PM EST... local law enforcement reported flooding across the
warned area... with minor flooding in the Dante community. A mudslide
had also occurred on Horton Ridge around 1040 PM EST.

Snowmelt is also occurring and additional light to moderate rainfall
overnight will add to the flooding.

Some locations that will experience flooding include...
Lebanon... Cleveland... Honaker... St. Paul... dye... Castlewood...
Collingwood... Hansonville and Rosedale.

Precautionary/preparedness actions...

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

... Flood Warning extended until Saturday morning... the Flood Warning
continues for
the Clinch River at Cleveland VA.
* Until Saturday morning.
* At 08:45 PM Wednesday the stage was 15.1 feet.
* Flood stage is 14.0 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Forecast... the river will continue rising to near 17.0 feet by
Thursday early afternoon... but is then expected to begin falling.
The river will fall below flood stage by early Saturday morning.
* At 18.0 feet... water begins to affect a few houses immediately
along the river downstream from the ballpark, flooding
approximately 25 acres.

The Flood Watch continues for

* portions of east Tennessee and southwest Virginia... including
the following areas... in east Tennessee... Campbell...
Claiborne... Hancock... Morgan and Scott TN. In southwest
Virginia... Lee... Russell... Scott... Washington and wise.

* Through Thursday evening

* precipitation amounts up to 1 inch overnight combined with water
from melting snow and ice may produce flooding across this
region.

* Flooding potential includes flash flooding... areal flooding...
and river flooding. Snow and ice clogging drains may cause
flooding in spots not normally prone to water ponding issues.

A Flood Watch means that conditions are favorable for heavy
rain... which may lead to flooding in and near the watch area. If
