... Winter Storm Warning remains in effect until 4 PM EST this
afternoon...

* event... a wintry mix with freezing rain changing to sleet and
snow with up to a quarter inch of ice accumulation and 2 to 4
inches of snow.

* Timing... the wintry mix will continue until 4 PM EST this
afternoon.

* Impacts... Road conditions will become hazardous. When
traveling... slow down and drive with caution. Give yourself
extra room between you and the vehicle ahead of you. The ice
accumulations may down trees and power lines with localized
power outages possible.

Precautionary/preparedness actions...

A Winter Storm Warning means severe winter weather conditions are
expected or occurring. Significant amounts of snow... sleet...
and/or freezing rain are expected... causing hazardous driving
conditions. Travel is discouraged. If travel is unavoidable...

the Clinch River near Speers Ferry VA.
* Until Saturday afternoon.
* At 09:15 am Thursday the stage was 26.7 feet.
* Flood stage is 18.0 feet.
* Minor flooding is occurring and moderate flooding is forecast.
* Forecast... the river will continue rising to near 29.0 feet
after midnight tonight... but is then expected to begin falling.
The river will fall below flood stage by late Saturday morning.
* At 28.0 feet... several homes are flooded. Evacuations are likely.

the Clinch River at Cleveland VA.
* Until Saturday afternoon.
* At 09:45 am Thursday the stage was 18.5 feet.
* Flood stage is 14.0 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Forecast... the river will continue rising to near 18.9 feet by this
afternoon... but is then expected to begin falling. The river will
fall below flood stage by Saturday morning.
* At 19.0 feet... water affects a few houses on Main Street, and
approximately 35 acres about two miles up- and downstream from the
Highway 82 bridge.

the North Fork Holston River near Gate City VA.

* At 10:15 am Thursday the stage was 12.3 feet.
* Flood stage is 12.0 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Forecast... the river will continue rising to near 13.5 feet by
Friday morning... but is then expected to begin falling. The river
will fall below flood stage by late Saturday morning.
* At 14.0 feet... County Road 614 is cut off 1 1/2 miles downstream
from the Highway 23 bridge.

The Flood Watch continues for

* portions of east Tennessee and southwest Virginia... including
the following areas... in east Tennessee... Campbell...
Claiborne... Hancock... Morgan and Scott TN. In southwest
Virginia... Lee... Russell... Scott... Washington and wise.

* Until 7 PM EST this evening

* precipitation this afternoon combined with water from melting
snow and ice may produce additional flooding across this region.

* Flooding potential includes flash flooding... areal flooding...
and river flooding. Snow and ice clogging drains may cause
flooding in spots not normally prone to water ponding issues.
