After a devastating severe weather day in the Plains on Monday, severe weather is expected to fire up again across the nation's mid-section again on Tuesday.

The nearly stationary low over the Northern Plains will gradually weaken as it shifts eastward into the Midwest on Tuesday, while the system's associated cold front trails southwestward from the low across the Mid-Mississippi Valley through the Southern Plains. Favorable energy and conditions ahead of the cold front combined with the moisture laden conditions of the nation's mid-section will set the stage for multiple clusters of thunderstorms to develop from the Midwest into the Ozarks and the Southern Plains. Portions of northeastern Texas, extreme southeastern Oklahoma, central and southern Arkansas, and northwestern Louisiana are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of central and eastern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail, damaging wind gusts, and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will continue near the low in the Northern Plains and Upper Mississippi Valley and near and to the north of a nearly stationary frontal boundary extending out ahead of the system from the Great Lakes into the Northeast. Continued precipitation in already saturated areas of the Northern Plains and Upper Midwest will maintain flood concerns from parts of North Dakota into northern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected to persist in the Mid-Atlantic and southeastern corner of the nation.

Tornado Watch
Mobile & Email Alerts Statement as of 1:50 PM CDT on May 21, 2013

The NWS Storm Prediction Center has issued a

* Tornado Watch for portions of
southern Arkansas
northern Louisiana
southeast Oklahoma
northeast Texas

* effective this Tuesday afternoon and evening from 150 PM until
1000 PM CDT.

* Primary threats include...
several tornadoes with a few intense tornadoes possible
numerous damaging wind gusts likely with a few significant gusts
    to 80 mph possible
several large hail events with a few very large hail events to 2
    inches in diameter possible

The Tornado Watch area is approximately along and 95 statute
miles north and south of a line from 45 miles northwest of
Longview Texas to 50 miles east southeast of El Dorado Arkansas.

Precautionary/preparedness actions...

Remember... a Tornado Watch means conditions are favorable for
tornadoes and severe thunderstorms in and close to the watch
area. Persons in these areas should be on the lookout for
threatening weather conditions and listen for later statements
and possible warnings.

Discussion... rapid intensification of thunderstorm activity appears
likely across north central Texas during the next couple of
hours... with convection consolidating and growing upscale into a
severe mesoscale convective system. Shortly thereafter... damaging
wind potential is expected to increase... with an eastward
acceleration into the arklatex by early evening.
Meanwhile... decreasing inhibition within a moist boundary layer
ahead of the developing convective system may allow discrete
supercells to form in the presence of strong shear... which will also
be accompanied by the risk for tornadoes and large hail.

Aviation... tornadoes and a few severe thunderstorms with hail
surface and aloft to 2 inches. Extreme turbulence and surface
wind gusts to 70 knots. A few cumulonimbi with maximum tops to
500. Mean storm motion vector 27040.
