Frost Advisory
Statement as of 5:32 AM AKDT on August 31, 2015

... Frost advisory in effect until 10 am akdt this morning...

* location... in valleys including Fairbanks.

* Temperature... 25 to 32.

* Timing... temperatures locally in the upper 20s to lower 30s will
persist through 10 am this morning. Frost will be possible
tonight and Tuesday night... but warmer air is expected to move
in Wednesday.

Precautionary/preparedness actions...

A frost advisory means that frost is expected. Protect sensitive
outdoor plants which may be damaged by cold temperatures.




Areal Flood Advisory
Statement as of 1:21 PM AKDT on August 30, 2015

The National Weather Service in Fairbanks has extended the

* Flood Advisory for...
the chena river upstream of the Moose Creek dam...

* until 200 PM akdt Tuesday

* over two inches of rain fell across portions of the chena river
basin between last Tuesday and Thursday. The rainfall caused the
upper chena river to rise above flood stage late last week. This
crest of high water will move down river through the next several
days.

As of Sunday afternoon the crest of high water on the chena river
is still moving past the Moose Creek dam. The US Army corps of
engineers Alaska district began operating the the Moose Creek dam
at 7:45am Saturday. The Moose Creek dam will be regulating the
chena river so flows do not exceed 12 thousand cubic feet per
second in downtown Fairbanks. Downstream flood effects on the
chena river also depend on flow conditions in the Tanana
river... little chena river... and local drainages.

* Expected impacts... water from the chena river will flow over some
of the lowest lying banks near the Moose Creek dam and in the
Steamboat Landing subdivision. These conditions are expected to
continue through Tuesday. In addition... river navigation through
the Moose Creek dam is unavailable during operations.

Farther downstream... the chena river in Fairbanks is at a level of
8.9 feet. This is causing minor nuisance flooding in Fairbanks.
The bike path along the chena river at the Cushman and barnette
street bridges has several feet of water over it. The bike path
under the peger Road bridge is flooded with several feet of water
as well.

Additionally the water level is only 3 feet below the barnette
street bridge and 6 feet below the peger Road bridge. This will
make these bridges impassable for many river boats. The water
level through Fairbanks will remain fairly constant through
Tuesday while the Moose Creek dam is in operation.

Precautionary/preparedness actions...

Recreational users should be prepared for high water which may cause
levels to rise out of bank in places. Watch for an increase in logs
and other debris in the river. Additionally... an increase in the
level of groundwater table is expected.

A Flood Advisory means river or stream flows are elevated... or
ponding of water is occurring or is imminent. Do not attempt to
travel across flooded roads. Find alternate routes. It takes only a
few inches of swiftly flowing water to carry vehicles away.
