Heavy rains and severe thunderstorm activity will continue for areas of the Plains into the Midwest on Monday as a broad, nearly stationary low sits over the Northern Plains. As the system lingers, ample moisture and energy will stream northward from the Gulf of Mexico, while an associated cold front extends from the low into Iowa and back across the Central and Southern Plains. The sharpening cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the region will allow for multiple clusters of thunderstorms to develop across the Plains and into the Mid-Mississippi Valley. Portions of Oklahoma, southeastern Kansas, extreme, northwestern Arkansas, an southwestern Missouri are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the southwestern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will persist near the low and it's associated warm front in portions of the north-central U.S. Continued precipitation in these already saturate areas combined with rapid runoff will continue flood concerns from parts of North Dakota into northwestern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected in the Mid-Atlantic and southeastern corner of the nation as a weak upper trough of low pressure drops southward over the region. Locally heavy rain amounts of up to 2 inches may result in areas of minor flooding, especially in poor drainage areas. To the north, additional showers will be possible in the Northeast.

At 1 am...radar indicated scattered showers and thunderstorms over northeast Oklahoma...specifically...northwest Osage County far northern Nowata County...southern Craig County...far northern Mayes County and much of Ottawa County. The showers and thunderstorms were moving northeast at 30 miles an hour. Through 3:30 am scattered showers and thunderstorms will continue over northeast Oklahoma...generally across the northern tier of counties adjacent to the Kansas border. Isolated large hail and damaging wind gusts will be possible with some storms. In addition localized flood potential also exists across areas with repeat storms. A Tornado Watch is in effect for northeast Oklahoma and far northwest Arkansas until 6 am CDT Monday morning.

Mobile & Email Alerts Statement as of 11:04 PM CDT on May 19, 2013

The National Weather Service in Tulsa has issued a

* Flash Flood Warning for...
northern Osage County in northeast Oklahoma...

* until 300 am CDT

* at 1101 PM CDT... National Weather Service Doppler radar indicated
heavy rain across the warned area. Between 2 and 3 inches of
rainfall has already occurred with an additional inch possible. The
Little Chief creek and the south bird creek could fill quickly and
overflow its banks for a brief time.

* Runoff from this excessive rainfall will cause flash flooding to
occur. Some locations that could experience flooding include...
Pawhuska... Bigheart... Foraker... Hulah... Okesa... Osage Hills State
Park... Pearsonia and Shidler.

Precautionary/preparedness actions...

Do not drive your vehicle into areas where water covers the Road to
unknown depths. It only takes two feet of rushing water to carry away
most sport utility vehicles and pickups. Take a different Route to
reach your destination or wait until the water recedes. Remember...
most flood related deaths occur in automobiles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flash flooding is observed act quickly. Do
not enter the water. Turn around and move up to higher ground to
escape flood waters. Do not stay in areas subject to flooding when
water begins rising.

This warning replaces the previous Flash Flood Warning that was in
effect for Osage County.

inches possible.

     northwestern Osage

At 1239 am CDT... a strong thunderstorm was located 2 miles south of
Apperson... moving northeast at 40 mph. Some locations that will be
affected by this storm include... Shidler... Burbank... Apperson... Webb
City... Pearsonia... Foraker and Grainola.

This storm will be capable of producing nickel size hail.
